Wainfleet All Saints Annual Public Meeting

Held on Tuesday 28th May 2019 at 19:00hrs in the Coronation Hall, 23 Barkham Street.
All members of the public and press are welcome to attend, talk to the Councillors and discuss parish issues.
The Annual Parish Meeting is a meeting of the Parish electorate. It is not a Parish Council meeting. The Parish Council Chairman calls and chairs the meeting. The Annual Parish Meeting must be held between 1st March and 1st June. (LGA 1972, sch 13)

AGENDA 

1) Chairman’s report for 2018 / 2019

Mayor welcomed everyone to the meeting 
All Councillors stood up and informed the public of who they were and what working group they were on

Mayor Wickes went on to say that Wainfleet has a lot going for it for a small Town. We have the museum, Surgery/Parish Nurses, Library, Trains, Cheer leading group, Football group, start of Scouts, GFS group, Market Place and playing field to name a few. The playing field and Market Place are available to hire for community and charity events. 

We recently received an email from a visitor who had a lovely time but felt that we needed to publicise the Town more

There has been lots of work in town over year:
The bus shelter has been painted and a new timetable\new notice board. We have a lovely remembrance bench. The railings have been painted and the welcome to Wainfleet signs have been renovated. The war memorial has been professionally cleaned and gates painted. Trees in St Thomas church yard have been cut back to make safe. We had the Christmas lights which was well recieved. A cinema event, which we are now hoping to have again. Private funding is being sourced to re screen. Lots of this has been done by volunteers – Councillors and members of the public. If you know of anyone who has any skills and would like to help, please get in touch

This coming year will be keeping town clean and tidy.
Want to improve Christmas decorations. Volunteers for an opening ceremony would be appreciated as well as stalls and crafts
 
We need to promote the town. Member of public suggested Facebook. It was explained about Wainfleet Clerk Facebook page. Please contact clerks if any ideas. 

We also have vacancies if you would like to come and join us

2)Report from Police

PCSO J Richardson attended on holiday
Changes in structure: New Sgt called Sgt Odlin and come under PC West. There have been cutbacks but Wainfleet has kept their PCSO’s but they do cover quite a wide area.
Both PCOS on opposite shifts so plenty of cover
The public is eyes and ears. Need to ring in incidents. 
PCOS’s have worked with East Lindsey District Council over fly tipping, with Waterloo housing, the dog warden, Wainfleet All saints Council and parking enforcements officers 
SCAMS are still a big thing. Please ring it in
Jayne handed out some posters for up and coming events
1st June Horsewatch
19th Market Place PDSA
20th June – Wainfleet Station. This is a large-scale engagement with SCAM representatives, Crime Prevention Team, Waterloo Housing and the mini Police
Parking issues seem to be a main issue. Tickets will start to be issued by Police. Market Place parking is free and they do speak to offenders. Police will continue to monitor
Vandalism in park. If you have any information, please let the Police know

3) District and County Councillors Reports

Report from LCC and ELDC – Cllr WB
I am delighted to have been voted back in as your district Councillor this is my second term, and I have been reappointed on the executive board at East Lindsey as portfolio for housing and communities. It is going to be a busy 4 years the Wellbeing service which is now is its second year and available to help anyone in need of support from 18 years upwards. We have also just been awarded £142,813 to launch our rough sleeping initiative, this will enable East Lindsey to employ their own staff to try and tackle this ever-growing problem. 
The River Steeping maintenance programme is ongoing on the new cut and will continue down to the Steeping. 
Lincolnshire County Council have spent 61 million on the county’s roads in the past year, 102,830 potholes, 85 miles of resurfacing and 378 miles of surface dressing. £4million spent on pavements and drainage, 2.3 million on grass cutting over 24,950 miles of grass verges. A further 66 million will be spent in the coming year on our roads and an extra 2 million is being made available to address minor patching, drainage and footways raised by highway managers and Councillors. 
Surface dressing is well on its way and will deliver 3 million square metres of treatment, footway slurry programme has commenced this month. Grass cuts will be May, June and September along with 2 weed sprays. To find up to date work programmes log on to www.roadworks.org and continue to use the “fix my street” app to report pot holes, road surfaces, blocked drains, broken street lights amongst just a few. WB explained how the site works
Healthy conversation has resumed look out for a date near you to hear about the services available as well as putting your views to the NHS. GP services are being reorganised all should be signed up to a primary care hub which should enable some low-level procedures to be done at the practices and also give better provision for extended hours and out of hour provision

4)Finance Report

Clerk discussed the financial report for 2018/2019 which was shown on a screen 
Internal audit collected on 28/05/19 and will now go to external auditors

Questions: Grass cutting was discussed. Member of public details were taken as not relevant to Wainfleet All Saints

6)Public Discussion and Questioning. 

Questions from public in all agenda items:
Road markings: lack of them by the Co-op area, lack of slow down signs, signs are disappearing or need cleaning? 
Roundabout by Co-op done by road Safety Partnership. Council have tried to get rid of roundabout but Road Safety Partnership felt it was safer to have a roundabout there

Parking issues especially outside properties at the Spilsby end of the High Street. Cars parked on left hand side causing cars from Spilsby to use other side of road. Hazardous. Could we ask if the zig zag lines to go around corner or have yellow lines all the way around to prevent parking?
Lines are going in by fire station to prevent parking so will look into seeing if they can be extended around that corner. Fire brigade are now 1st responders

Spilsby Road and 30miles an hour speed limit. Lots of people speeding. 
Council have already been in touch with Road Safety Partnership and are waiting for a response. JR – Speed monitoring is done in Spilsby Road.  

Discussion on Youth group. Need volunteers for it.  LCC have an outreach worker that will come and discuss the volunteers setting the youth group up  
Action: WB will take number of those that are interested and see what can be done 

Exit on Mill Lane and Station Road by Batemans. Hazardous. 
Yellow Lines are being considered for that area already

7)Close of the Meeting  
All relevant issues will be taken forward to a future Town Council Meeting.  
Mayor DW closed the meeting at 19:58 and thanked everyone for coming
