Mayor AW welcomed everyone and opened the meeting at 7pm.
1. Police
Jayne has organised a High Viz opportunity with PDSA in June. This is for free health checks. Dates: 19th June Market Place / 20th June Police Station. Rota for Councillors requested.
Will be advertising surgery dates at library and Co-op
Jayne has had a couple patrols with dog warden. Issue raised on Carr Lane with members of the public bagging up dog poo and throwing over wall
Scams – working with “friends against scams”. Again, dates to be confirmed
More patrols for parking issues both days and nights
No further issues reported re: allotments

Lincolnshire County Council
LCC full council agreed to a 4.95% tax increase on 22nd February
North Sea Observatory. Chapel St Leonards has just won award the Development project of the year. They hosted the launch of the 16mile coastal path from Gibraltar point to Mablethorpe which can be used for cycling or walking. It is part of the Great Britain coastal path
Highways 2019-2020 programme. Roads to be resurfaced in Wainfleet are as follows:
Barton Rd, Bees Corner, Bethlem Crescent, Hastings Drive, Hillfield, St Michaels Lane, Stanley Close, Station Road, Tindall Way, Turners Crescent, Vicarage Lane, Brewster Lane, Collisons Gate, Crows Lane, all to be surface dressed in the summer for 2019.
Hallgate to be carriage retreated 2019. Roads nearby will be Thorpe St Peter, Fendyke Bank, Lymn Bank, Thorpe Dales surface redressing
Fodder Dyke Bank will be closed from 18/03/19-05/04/19 for major resurfacing
Wainfleet has been chosen for a 3yr project looking at Lincolnshire Historic Towns
East Lindsey Council:
A recruitment fair took place on 20th February in Skegness. 675 seekers and 23 local employers took part
ELCD has registered as a “Friends against Scams” organisation and has pledged support to promote awareness of scams. They will be recruiting “friends” by encouraging staff, councillors, residents and partners to complete an e-learning training.

Roxanne Warwick will be holding 2 sessions with PCSO Jayne Richardson. Dates to be confirmed
River Steeping Adrian Clack EA has confirmed there will a full maintenance programme starting as early as possible to stop the problems that occurred last year due to the hot weather.

Letter from Coronation Hall. Rent is due to increase by £3 per month from April onwards.
Sid Dennis fees are to go up in April
Magdelen College Museum Hall grass cutting for 2019/20. Council no longer paying for grass cuts. Museum are to apply for funding via a S137 claim
Action: Clerk to send letter to museum to say that we will no longer be paying for the grass cutting
There is currently £264.86 in the bank. We have £140.42 coming out in March by DD leaving us with a balance of £122.44. Income due by 23rd March £2,787.47 from Farming allotments rent
The Clerk reported there is a potential need to transfer £5,000 from the Nottingham Building Society a/c if the need arises before receipt of the precept monies. The £5000 being returned to the deposit a/c upon receipt of the precept.
After discussion it was agreed to action this matter.

9. Wainfleet Charity Account
DW and DK permission to investigate the Wainfleet Charity account with Barclays Bank and Nottingham Building Society . To fact find and ascertain assets and land and bring findings back to council for discussion.

10. Elections 2nd May 2019
Clerk attended elections briefing
Election Day: 2nd May
Time to get application forms to stand is by 4pm 3rd April
Withdrawal date: 4pm 3rd April
Clerk has offered to take all applications to Louth on 28th March, so if you would like her to take yours, forms need to be given back to her before the 28th March

Playing Field
Lease from Diocese on playing field is that it is for use by any organisation.
CO proposes that a notice is placed on gate. If organised groups wish to use it, they should contact the clerk to request a hire form even if they are not paying to use field.

Old Play Area
Meeting took place 06/02/19 to discuss old play area. To keep: Large and small climbing frames / Large red swings / Orange meeting shelter / Benches to be put elsewhere and bins

Clerk has emailed Wicksteed via their website regarding quote for flooring and upkeep/repairs of current equipment
CO – observations - old equipment is stuck in the middle of expanse of green. Consideration for usage of the green area in the future?

Northolme Cemetery
Lots of Christmas related items still placed on graves. Regulations permit their removal by by Council if still there in March

Cemetery Trees:
Rotten tree has been taken down
Yew tree have been cut back – Has left a hole. To consider fencing.

CO - Proposal for approved contractor to do a survey of all the trees. P&A group to review on next tour and ascertain any issues and get relevant quotes and surveys for Council approval

Market Place:
Library/ Museum request permission to place an advertisement board in the market place, near the railings, showing opening times. Permission to be granted if they secure board with a chain whilst in situ and remove when facilities are closed
