Standing orders / Code of Conduct / Financial regulations / Terms of reference for working groups Policies were emailed to Councillors on 14/03/19 
Street Light on Mill Lane has been reported directly to ELDC and has been sorted
S137 have been sent out to applicants and will returned applications will be reviewed at next meeting
 
Clerk ‘s overtime for recent training – 16hrs approved as payment

Clerk has requested approved contractor quote for fence for field. Discussion took place and a Cllrs site visit to be arranged 
 
Grit bin was declined in Crowsbridge as it doesn’t meet criteria

7. Reports from External Agencies
To receive reports from LCC and ELDC Cllr. Wendy Bowkett.
Other Councillors reports from external meetings.
 
WB - Site visit was done with Cllr Davies from Highways. Fire Station was looked at. Traffic concerns as Tender is not always able to get off or in the station due to parking. Considerations for Box or Zig Zag lines are going to Partnership Safety ELDC to see what the best option is
 
Consideration for Signage for bus stop parking and allow for parking tickets. Yellow lines at Batemans also being considered
 
Discussion on dog fouling: PCSO is working with the dog warden around the Carr Lane area. It was noted that at the weekend the was dog fouling in Silver Street and St Johns street.
 
Discussion on bus changes. 
Action: Clerk to contact SELTA and make enquiries in relation to bus changes

IPad update. Insurance company will update once chq has been banked
Talk Talk direct debit error has been rectified
Overpayment of £25 to DW Landscapes has been rectified

9. Wainfleet Charity Account 
DW – Ongoing and will bring in for next meeting 
WB to look into the cost of legal advice and bring back to next meeting. 
Wainfleet All Saints Town Council to apply to charity commission for any information in relation to Wainfleet All Saints Charity In Need, specifically a constitution
Action: DW and WB to bring back findings to next Council meeting 
 
10. Elections 2nd May 2019
Discussion on elections and way forward for new Council 
An appointment has been made for new Chairperson / Mayor to meet with Corporate support on 15th May 12:00-13:00hrs

12. Properties, Amenities and Burial Grounds
A P&A group meeting took place on 26th March at 1pm  
 
New Play Area: 
Piece of wood may need replacing. To monitor
Action: Clerk to chase Creative play re remedial works
 
Playing Field 
Discussion on playing field, holding events and hiring of field. Consideration for a playing field association. Football team to be asked to contact Clerk in the interim on mobile to let Council know when they are using the field until hire form comes back
Action: Clerk to email football team the hire form again
 
Discussion on hedge/shrubbery that has been removed. Consideration to replace with shrubbery instead of fencing. Was deliberately left over grown to prevent further anti social behaviour and criminal activity following a series of incidents about 10 years ago.  Playing field is for use of all community. Signs to go up for hiring of playing field for community purposes
Proposed that Cllrs to go down and have a look with the football team and come back to council with facts for discussion.

Old Play Area
Discussion on costs. Recent inspection: All low risk concerns. To monitor and use local contractor if work is required
Working group to visit and look at what is needed and come back to council
 
Northolme Cemetery
Change of plots from 1070/ 1071 to 1089/1090
Cemetery Regulations and fees updated and replaced on website. To reconsider prices in May new council 
Broken War memorial. Clerk is waiting for Skillington to report back  
 
Fact finding meeting in relation to fencing on land adjacent to Northolme Cemetery. Everything is OK. Vote: Resolved. All agreed that they are happy with work has been done
 
Garden of remembrance: Possible tree and shrubbery need cutting back. To monitor 
 
Closed Churchyards
Quote from TAB for grass cutting and hedges
Action: Clerk to ask TAB clarification of what the work entails and request a site meeting with them.
 
Allotments: 
All rents have been paid. Water has been switched on. To monitor number 17
Action: Clerk to invite plot 10 to a meeting at allotment
Grassed area. 2 picnic benches are in the parking area

Dog poo signs have been put on bins around market place
Stickers for market place signs have been done prior to quote costs and handed to CO
Would someone please get flowers from J Ward at some stage for baskets. Will put in garden for the time being
 
AW informed councillors of plans to commemorate the 50th anniversary of the railway line closure enforced by Dr Beeching. This will take place over a 3 month period in 2020 and will be based at Batemans visitors centre. Every weekend during the summer there will be an event. An organising group of people will liaise with Council regarding help and support for the planned events

Grass cutting from BSE&EEast email. Safety Code of practice is relation to grass cutting has been emailed out to P Garrill and T Blackamore. Also emailed were, M Worth and R Picker from Wainfleet St Mary. 
Action: Clerk to arrange meeting with WSM at the relevant time to discuss payment  
 
Letter was received from Magdalen school regarding a recent litter pick and bins in park – Discussion on bins and litter around town. ELDC will only take sacks. We have to empty them our self. ELDC would provide the bags. 
Action: Clerk to send letter to school to thank them for all their hard work. 
Action: To purchase 4 bins and with new Council set up a rota. 
Action: Clerk to write to ELDC to see how often they collect at playing field.
