Notes of Town Council Meeting
held on 4th November 2019

Chair thanked everyone for attending and opened the public session at 7pm

Member of the public concerns over the trees in Magdalen play area were addressed

Public session closed at 19:15hrs

         To receive declarations of interest under the Localism Act 2011 

         Cllr Bowkett: agenda item 9d. Personal interest as Chairman of Football Team
   
3. Minutes from the Council Meeting on 1st October 2019
To approve as a correct record the notes of the Annual meeting of the Council held on 1st October and to authorise the Chairman to sign the official minutes.

It was proposed, seconded and RESOLVED that the minutes from 1st October were correct

4. To receive brief reports from the representatives on outside bodies and the Town Clerk

Police Report:
No cold calling stickers handed out
Speed checks done in Spilsby Road. 42mph was the fastest in the 40 zone. Will continue  
Hare coursing problems – arrests and dog seized
RTC in Market Place – driver arrested and car seized
Parking on Thursday patrols – been doing patrols. Being giving advice to vehicle owners, so now getting Council parking enforcement
PSCO was informed of bike being ridden at speed on pavement. Will look into

In Sept 2019 for the Wainfleet & Burgh area (including Firsby 5 parishes, Friskney, Croft & Thorpe areas) there were 49 in August there were 41.
Compared to Skegness in Sept there were 409 and in Aug 401.
In September  for Wainfleet All Saints there were 17 and in Aug it was 11  
In September for Wainfleet St Mary there were 5 and in Aug there were 4
In the last week for the Wainfleet & Burgh NPT area (Monday to Monday 4th Nov) there were 13, for Skegness 90, Ingoldmells/Chapel 25 & Mablethorpe 19

Clerk Report:
Memorial Plaque was repaired and is in place for memorial service.  
Thank you letter sent to previous Cllr who resigned 
Non domestic rates for market place has been sent back 
Policies and terms of reference printed off for signing 
Council will need a social media policy & safeguarding policy. Clerk to adopt one for approval
Clerk looking into monthly ink purchase for Council consideration
Any other matters elsewhere

Report from County & District Councillor Wendy Bowkett
County Report
lCC have been working jointly for some time with East Midlands Ambulance Service and NHS colleagues to support health services in Lincolnshire and helping to relieve pressures on the NHS one of the successes is the Fire service attending medical emergencies in the first vital minutes after a call out. The Fire service have just launched SHERMAN which highlights seven key factors when they are entering homes; Smoking, Hoarding, Elderly People or those that live alone, reduced mobility and hearing, Mental health issues, Alcohol misuse or drugs dependency and Needing care and support.

Hidden disabilities the sunflower lanyard scheme is being used at all of our Lincolnshire heritage sites it is also used by many airports, supermarkets and sports venues. all seven heritage sites have the lanyards for sale which enables people with hidden disabilities the opportunity to visit places and staff are aware they may need additional help. The blue badge scheme is also extending their scheme to people with hidden or non-physical disabilities causing them to struggle with journeys.

Improved Dementia support will ensure people get improved support and diagnosis ensuring people get the full support they need to live as well as possible with Dementia.

Tyre safety month -Lincolnshire trading standards are visiting worn tyre traders across the county to ensure they are selling legal tyres.

ELDC
Skegness Tower Esplanade is set for £400k improvement works, this is the latest step in the Skegness foreshore masterplan which aims to improve the area. The value of tourism to the East Lindsey economy has increased once again to a total £699 million

Rough Sleeper count took place last Friday I helped we started at 3am and
finished at 7am we found 5 rough sleepers which was down from 17 last year
which is a huge improvement.

EA silt meetings took place last week at Batemans, lots of interest and people 
were interested in seeing the levels and discussing works that will help with 
the flow etc. A work programme will now be drawn up for works to take place. 

5. Councillor Vacancies
To discuss promotion of vacancies for Councillors and Vice Chair and consider any co-opting applications and to recommend going into closed session to discuss and decide appointments 

Co-option request from member of the public. It was proposed and resolved to go into Closed Session to discuss co-option

Cllrs were reminded of the elections on the 12th December and Purdah

6. Finance
To receive financial reports and updates. To approve payments and receipts.

Clerk updated Council that the banks are unable to cap Mayor to £500 limit 

8 Planning
To receive and discuss applications.

a) Consultation on Planning Application S/194/01770/19 - Extension to existing bungalow to provide a ground floor bedroom, a breakfast/dining room and kitchen with a bedroom and bathroom in the roof space. Erection of a detached double garage on the site of existing garage and outbuildings which are to be demolished.  Spilsby Road extension – no objections – emailed prior to meeting

b) Application reference S/194/01865/19 - Planning Permission - Change of use and conversion of 2no. existing flats to provide 2no. additional flats. HIGH STREET, WAINFLEET, SKEGNESS, PE24 4BH – No objections. Emailed prior to meeting
   
9 Properties, Amenities and Burial Grounds
To discuss and approve any matters arising from the properties, amenities and burial grounds
   
a) Northolme Cemetery & Closed Churchyards 
       To discuss Wainfleet Bank and the option of using meadow / wildflowers grassing

Discussion on plot 1952/53 and placement of tablet. 
Action: Clerk to write to relatives for permission and working group to meet to discuss whether tablet is suitable due to location of grave

All Saints:
 Discussion on tidiness, grass cutting and gravestones that have fallen over. 2 x trees to be considered for removal 
Action: Clerk to contact forestry commission regarding trees.  
Working group to meet to do a general tidy up
Action: Working group to arrange a meeting with contractor in the new year

Wainfleet bank:
Discussion on grass cutting and hedge trimming
Cllr Hatchman has completed some works on hedge 
Discussion on whether to allow Cllr Bill Hatchman to do the following at no cost to council: to Mow footpath, to establish wildflower meadows, plant a selection of bulbs around gravestones, Plant at least 6 cherry trees, keep the hedge to a respectable level 
Action: Clerk will check and come back to Council
   
Discussion on falling gravestones. Council can lay and make safe headstones in the place where they are only, if they are deemed dangerous
   
It was proposed, seconded and RESOLVED to allow Cllr Hatchman to strim hedge down to height of the gate and field border

b) Allotments
To discuss and agree to add an addendum to current tenancy agreement for new owners from 1st January to pay a bond of £50

Action: Clerk to update Tenancy Agreements

Discussion on use of a maintenance man to maintain hedge row 
Action: Clerk to check that we are not breaking any rules and to waive allotment fees if allotment holder is willing to maintain land

Proposed, seconded and RESOLVED to approve quote of £44 plus VAT for allotment sign as 
agreed in Octobers meeting 

c) Market Place
Update on market Place

Clerk has requested approved contractor to look at lights at Buttercross and Clock Tower
Action: Clerk to send thank you letter to clock winders

d) Play Area and Playing Field 

Chair updated Council on trees in Magdalen Play area. The Council received a call from the Forestry commission regarding a complaint about the trees in Magdalene Play Area. Having considered all the circumstances, it has been decided that no further action will be taken on this occasion against the Council and they have given us guidance for any future considerations on tree felling 

Discussion on football team. Council has sent letter requesting that planning permission is needed for posts for spotlights

10 Marketing & Promotions
To discuss and approve any matters arising to marketing and promotions

a) Flower Tubs
Update on flower tubs
Discussion on flower tubs. Bulbs to go in this week

b) Christmas 
PAT testing done today for Christmas lights 
Letters have been printed for homes asking permission to allow lights on properties.
Action: Cllr Hart to deliver
Discussion on storing lights for future as Hall may not be available in the future
Setting up on the 16th 8.30am at Market Place 
Switch on: Starting to close at 9am and officially closing at 11am 
Action: Clerk to sort flyers and slips for cars 

c) Wainfleet All Saints Town Raffle
Update on Raffle
Local business are paying for tickets as their donation towards event

12 Emergency Planning Meeting 
To discuss emergency Planning meeting for 27th November 6.30pm 

It was proposed, Seconded and RESOLVED that Council will pay for the use Coronation Hall for the first meeting
Discussion on award given to the community by the Resilience Group

13 PPE for Volunteers
To approve budget for PPE for Volunteers 

It was proposed, seconded and RESOLVED to spend up to £60 on PPE for volunteers

14 To discuss and resolve option of moving future Council meetings forward to 6.30pm 
It was proposed, seconded and RESOLVED to move future meetings to 6.30pm     

15 Correspondence
To discuss correspondence received

  • Email regarding yellow lines in High Street – Clerk to direct correspondent to Highways 
  • Meeting on Thursday 7th November at 2.15 re: ELR50 consortium  
  • Lincolnshire County Council is developing its Corporate Plan and would like to share a draft version with town and parish councils for feedback before finalising and publishing – emailed to Cllrs
  • St John’s Ambulance and training for members of the public. Clerk to link in with Coronation Hall
