Wainfleet All Saints Town Council Meeting
Minutes of the council meeting held at 18:00 on 3rd August 2021 in the town council offices.
Councillors present :
Mayor D.Wickes (DW), Cllr. W.Bowkett (WB), Cllr. D Kettleborough (DK), Cllr. S.Baird (SB)

Mayor DW welcomed everyone and with no public being present, council went into session at 18.00 hrs.
1. Police
To receive reports from the Police Representative
PCSO Jayne Richardson sent her apologies and sent the following report.
A) I have spoken with the dog warden in regards to the fouling.
B) We have continued with HV patrols of the park and not seen any problems at the times of our visits – however, we will continue to monitor
C) We did a “pitch” at the Friday market and will continue to either book or just drop in.
D) Please can councillors be made aware of the E-scooter leaflet (will pop some in council letterbox before meeting)
E) PCSO Jayne Richardson will be holding a surgery in the council offices on Tuesday 10th August from 9.00 am to 11.00 am.
2. Public session
An opportunity for the public to ask the Council questions and to bring new observations.
No members of the public were present and no correspondence was received.
3. Report from Yvonne Masters – Community Connections Officer for Wainfleet
Yvonne sent her apologies but was unable to attend. She had provided the council with details of the summer events planned by Magna Vitae and details of a proposed Xmas Art competition which From Alsace would like to run and asked for Council support.
Discussion on summer events. Council were pleased to see that activities were being organised for the town, but were disappointed at the lack of publicity.
ACTION: Clerk to contact MV to ask when these events are to be publicised,
Discussion on Xmas Art competition. Council in principle support this idea and will include it in the Xmas sub-committee meeting to run alongside the other planned events.
4. Apologies for absence
To receive and approve apologies for absence.
None.
5. Declarations of interest
To receive declarations of interest under the Localism Act 2011.
Members must declare any personal interest in any item on the agenda and state whether they are also prejudiced. In the case of personal interest, the member may speak and vote on the matter. In the case of prejudicial interests, the member must withdraw while the matter is discussed.

6. Draft Minutes of the Council Meeting held on 6th July, 2021
To confirm the notes as a true record of the decisions made.
Draft minutes of the Annual Town Council Meeting held on 1st June 2021 had previously been circulated to councillors.
PROPOSED, SECONDED and RESOLVED to accept the minutes as a true record of the meeting held on 6th July 2021.
7. Clerks report and action points from the previous minutes
To receive the clerks report and deal with matters arising.
W.Hatchman DPI form handed over at meeting.
Revised standing Orders and Financial Regs circulated
Still unable to contact stonemason – will contact their head office.
Play area gate resolved.
Objection lodged with ELDC re planning application S/194/01320/21.
Dog fouling signs received
Container from allotments to be removed 5th August.
Plot 9 has been cleared by other tenants – ACTION : Clerk to issue cheque for £50 for work done.
Track to side of farming allotment plot 1 – ownership of track has been questioned. ACTION: Clerk to instigate full search with HM Land Registry.
Waiting quote from TRJ re Buttercross uplighters.
A boards quote sent out to councillors. ACTION: Clerk to order 3 A boards and look at flag options.
RBL contacted re : events and street poppies. Fire brigade took down old poppies, most damaged, we have 10 new ones. ACTION : Clerk to arrange purchase of another box of 10 street poppies.
Contacted WSM and TSP re Queens Platinum Jubilee. WSM will include it on their next agenda. No response from TSP.
Highways contacted re near misses at Mill Lane our ref. no. is 4164768
Clerk incurred 10.5 hrs overtime in the 4 week period ending 16th July.

A new 'litter picking kit' hire scheme is set to be launched across Lincolnshire to help support communities to keep their areas clean. Available to hire from some libraries and community hubs. Supporting your mental wellbeing:
It's so important to do what we can to look after our mental health and wellbeing especially during these uncertain times. The NHS Every Mind Matters campaign website has a special Covid-19 hub with comprehensive information on how to cope with a range of situations and issues. Topics covered include adjusting to coming out of lockdown, coping with financial issues, and managing working from home.
Extra £2.5m for improved mental health services for Lincolnshire's young people
The national funding will be used to develop a new approach to supporting the mental health of children and young people (CYP) with complex needs.
A review of urology services:
A review of both planned and emergency urology services across Lincolnshire’s hospitals has been launched by United Lincolnshire Hospitals Trust (ULHT). As part of this, ULHT would like people to comment on their proposals. Find out more on their website.

10. Planning
To receive and discuss applications.
No new planning applications received.
Clerk gave update on application S/194/01320/21 where various objections have been raised.
11. Properties, Amenities and Burial Grounds
To discuss and agree actions and associated expenditure for Properties, Amenities and Burial Grounds and to receive reports from the associated working groups.

The burials sub-committee met on 30th July and discussed current fee structure and regulations. As a result of the meeting, it was recommended to council that fees remain unchanged until March 2022, non-resident fees to be set at double for any resident outside of Wainfleet All Saints and that the exclusive rights of burials fee to be applied to all new internments with immediate effect.
PROPOSED, SECONDED and RESOLVED to accept the recommendations submitted by the burials sub-committee.
Discussion on weeding of Northolme cemetery. Agreed to have another weeding party on 5th August at 6 pm.
b. Allotments.
Discussion on plots recently vacated. No refunds to be given to plots 17 and 9 due to the extra work required to put them back into marketable condition.
Discussion on non-councillors joining the allotments sub-committee. Agreed to invite allotment holders to the next sub-committee meeting.
Discussion on plot 6. Pond has still not been filled in,
ACTION: Clerk to advise details of plotholder to Cllr. WH to arrange meeting to instruct plotholder face to face to remove the pond within 14 days.
c. Market Place
Work on surface still not done. Awaiting reply from contractor.
ACTION: Clerk to seek another contractor if current contractor unable to fulfil,
Work on Buttercross lighting. Awaiting contractor to return from holiday.
Request for stall from ELDC for 17th September for town survey.
d. Play Area and Playing Field.
Confirmation of funding from Rotary Club towards new facilities. A cheque for £3176.40 will be presented to the council.
Japanese Knotweed has been treated again.
New gate has been “repaired” and signage required.
ACTION : Clerk to arrange signage for new gate.
12. Marketing and Promotions
To discuss and agree actions and associated expenditure for marketing and promotion.
Discussion on Xmas activities.
ACTION : Clerk to arrange meeting between N.McGarry, S.Phillips and marketing sub-committee to discuss funding.
13. Queens Platinum Jubilee
To discuss plans for the celebration of the Queens platinum Jubilee in 2022
Clerk advised that messages had been sent to Wainfleet St Marys and Thorpe St Peter. WSM will discuss in their September meeting. No reply from TSP.
ACTION : New sub-committee to be arranged after receiving replies from WSM and TSP.
14. Coronation Hall
To discuss the proposed changes to the Coronation Hall constitution, the report from the Charities Commission and the letter received from the secretary of the Coronation Hall.
Discussion on letter received from secretary of Coronation Hall and replies received from Charities Commission. Agreed to arrange a meeting between representatives of the Coronation Hall management committee and Cllrs. DW, SB and Clerk CC.
ACTION: Clerk to reply to letter received from Coronation Hall inviting them to meet with council at a date convenient to them.
15. Correspondence

Confirmation of approval of £12K funding from ELDC for Welcome back to the High Street. – Discussion on procedures for the payment of invoices. Sub group to be set up to organise work and monitor the funding.

E-mail from LCC re tree planting – ACTION : Cllrs. DW, DK, SB to assess areas where trees/hedges are required and complete form for submission before 3rd September.
E-mail from PCSO Jayne Richardson – Police surgery in office 10th August
E-mail from Environmental Health Team re : PSPO. Discussion on PSPO. Agreed not to apply for a PSPO for Northolme Cemetery.
16. Agenda items for next meeting
To receive items for inclusion on the next meeting’s agenda.
Any items for inclusion to be sent to the clerk no later than one week before the next meeting.
Next full council meeting to be held on Tuesday 7th September at 6pm in the council offices.
