Wainfleet All Saints Town Council Meeting
Notes of Town Council Meeting held by video conferencing on 9th March, 2021 at 18.00 hrs.
Councillors present :
Mayor D.Wickes (DW), Cllr. W.Bowkett (WB), Cllr. S.Baird (SB), Cllr. D Kettleborough (DK),
Cllr. V. Parker-Hill (VPH), Cllr. J. Hart (JH)
Absent : PCSO Jayne Richardson (JR)
Also Present :
Clerk C. Cleary (CC), two members of the public, Roisin Mullee (RM) of the Safer Together Team at ELDC.
Mayor DW welcomed everyone and opened the public meeting at 18.04 hrs.
RM introduced herself and gave a brief overview of her position within the community and how her office would work alongside the local police.
1. Police
PCSO JR sent her apologies for absence and sent the following report.
a. We have been dealing with Covid related incidents.
b. Speed monitoring on Spilsby Rd has been carried out both with SID (Speed Indicator Device) and the HHR (Hand Held Radar).
c. I have been in touch with the dog warden in relation to the dog fouling and I have asked some businesses to put up some signs / some stencils were sprayed on the High Street pavements
Cllr. DW expressed concern over lack of signage on 30mph limit along Spilsby Road. Cllr. WB advised extra signage had been requested.
Action : Clerk to contact PCSO JR regarding signage and awareness of 30mph speed limit on Splisby Road.
2. Public Session
An opportunity for the public to ask the Council questions and to bring new observations.
Two representatives of the public questioned if a decision was to be made regarding the Bike meeting to be held in September, Cllr. DW explained the difficulty in finalising a date due to the current Covid restrictions, but confirmed that council had agreed in principal that the Market Place has been reserved for the requested date. Council confirmed support for the meeting and would encourage a meeting between council representatives and the event organisers.
3. Apologies for absence
To receive and approve apologies for absence.
None.
4. Declarations of interest
To receive declarations of interest under the Localism Act 2011.
Members must declare any personal interest in any item on the agenda and state whether they are also prejudiced. In the case of personal interest, the member may speak and vote on the matter. In the case of prejudicial interests, the member must withdraw while the matter is discussed.

5. Draft Minutes of the Council Meeting held on 9th February 2021
To confirm the notes as a true record of the decisions made.
Clerk pointed out one amendment (Cllr. W.Hatchman was listed as attending and he was not present).
PROPOSED, SECONDED AND RESOLVED to accept the amended minutes as a true record of the meeting held on 9th February 2021.

Lincolnshire County Council BUDGET SPEECH 2021 was delivered on 19th February 2021 giving a budget boost fro communities and businesses. Further details on the LCC website.
Household Waste Recycling Centres (HWRCs):
From Monday 8 March, the HWRCs across the county will change – with residents being able to take recycling, garden waste and general waste on any opening day. In order to manage the number of people on site and to prevent queues, the Click and Tip booking system will remain in place. Therefore, residents will still need to either book a slot on line or call 01522 782070, to book their time slot. Permits for vans and larger trailers can be accessed on line.
The Lincolnshire Leadership and Wellbeing Hub has launched. This is a one-stop-shop where businesses can access expert advice, resources and fully-funded support sessions, the hub is here to support businesses with issues regarding mental, physical and financial health during this difficult time. Healthwatch Lincolnshire:
A follow up survey is now available following the April 2020 Healthwatch Lincolnshire survey on the affects of Covid-19 pandemic on emotional and mental health. Copies of the survery can be obtained by calling 011205 820892.

District Council
You will have heard in the news of the Award given to Skegness for 24.5 million , this is fantastic news for Skegness and will make a huge difference. Also Mablethorpe and Boston have over 20 million each as well.
The desilting will be starting again very soon, along with toe works and concrete works on the River Steeping, a compound has been put in off Mill Lane.
There is a new Covid Vaccination site at Ingoldmells which is available to book on the NHS site, so excellent news for the coast.

Feedback sent to grass cutting contractor. Also Blackamores advised the out come of tender.
Transfer of telephone and Broadband to Parkers scheduled for Thursday 11th March
Investigation of use of contractors or employees for market stall erection.
Clerk reported options available to council in terms of using a contactor or employing an individual.

E-mail sent to Methodist Hall (copied to S.Harris) requesting them to be central refuge point. No reply to date.
New gate for corner of field. This was approved in January 2020 and no action has been taken.
Signs for cemetery/wheelie bin – pending
Clerk reported that ex-councillors do not have to wait before re-applying to become a councillor, but they do have to complete the necessary paperwork and be voted onto the council again.
All other items in the clerks report are contained within the relevant agenda items notes.
Clerk incurred 3.5 hrs overtime in January (allotment course).
Burials course scheduled for 9th & 10th March (approx. 7 hrs)

8. Policies review
Update on policies under review
Clerk had completed and circulated a review of councils standing orders.
Discussion on review. Cllr. DW expressed concern that Standing Order 18 may be conflicting with councils financial regulations. Agreed to defer approval of revised standing orders until Financial Regulations have been reviewed.
Action : Clerk to review Financial Regulations and arrange meeting of finance sub-committee to review together with Standing Orders.
9. Finance

February financial report had already been circulated to councillors prior to the meeting.

Discussion on remaining space in Northolme cemetery.
Action : Clerk to investigate land adjacent to Northolme available for sale.

Correspondence from plot 12 (Adam Ongley) re glass and applying to erect a shed.
Action: Clerk to advise tenant that regulations state size limits of shed and warn about security. Marking of equipment by PCSO JR is possible.
Discussion on plot 10 (fly tipping). Clerk to send details of plot 10 tenant to DK for further contact.
All garden allotments assigned and paid up.
RM left meeting at 18.45 hrs.
Market Place
New Fruit & Veg stall starting this week. Full market should be OK from 12th April. Awaiting confirmation on auction start date.
Discussion on Bike Festival. Confirmation of provisional date of 4th September 2021.
Action : WB to liase between event organisers and council to arrange logistics meeting.
Play Area and Playing Field.
Play area inspection was conducted earlier in the day. Discussion on litter in play area. Litter pick has been organised for 21st March at 10.00 am.
Blackamores advised of outcome of tender.
Action : Clerk to request return of playing field gate key.
Update on Japanese Knotweed treatment. Treatment seems to be working well, reminder that area will be out of service for a further 7+ years.
12. Marketing and Promotions
To discuss and agree actions and associated expenditure for marketing and promotion.
Litter pick organised (see above).
Xmas lights to be taken down as soon as possible.
13. Coronation Hall
To discuss correspondence received in relation to the vacating of Coronation Hall
Discussion on letter received from Coronation Hall.
Action : Clerk to reply to Coronation Hall thanking them for and accepting their proposal.
Discussion on charitable status of Coronation Hall and Councils role as custodian trustee.
Action: Finance and General Purpose sub-committee to review document and report back to council.
14. New office premises
To review and discuss the options available for new premises.
Discussion on new office options.
FromAlsace option and reply to council enquiry discussed. Clerk advised council that a previous resolution existed on the move to Parkers and the steps required to revoke this proposal.
Cllr. WB moved the following proposal :
“That the council agrees in principal to proceed with the lease for 12 months of the offices at FromAlsace, subject to the agreement of terms of the lease agreement.”
PROPOSED, SECONDED and RESOLVED to accept the above proposal
Action : Clerk to contact and advise Alsace of this proposal. Lease agreement to be circulated once received.
