Draft notes from the Town Council Meeting held on 5th August 2026 at 6.00pm in the Methodist Chapel.

Councillors present: Cllr. S. Mitchell (SM), Cllr. C. Mitchell (CM), Cllr. S. Drury (SD), Cllr. W. Bowkett (WB), Cllr. M Clarke (MC), Cllr J.Hart (JH), Cllr K Hart (KH), Cllr. C. Drury (CD), Cllr M Baumber (MB).

Apologies: None. All councillors present.

Also present: Clerk C.Cleary (CC) and 2 members of the public. County Cllr. Maria Hume (MH) arrived at 18.30

Mayor SM welcomed everyone and opened the meeting at 6.00pm 

1.  Reports from county and district councillors
To receive a report from LCC Councillor M.Hume. Presented at 18.30 due to late arrival.
No further update on A52 repairs. Cllr Hume is available to assist at the Tour of Britain event in Wainfleet All Saints. Cllr. Hume presented a handout on a recent FOI request relating to flooding in the area. Cllr, Hume also met with the Chief Fire Officer to discuss Wainfleet Station. Recruitment is in progress.

To receive a report from ELDC Councillor W. Bowkett.
Toilets reopened tiles to be done vandalised yesterday. Will be monitored possible closure if further incidents. Some damage to marketplace where contractors base was set up. WB to follow up with ELDC.
Flags and Buntng for Tour of Britain delivered.
Rolling road closure on day of ToB
Household food waste bins distributed
Weed clearing
WUJFC toilet vandalised

2. Public session
An opportunity for the public to ask the Council questions and to bring new observations.

A representative from the RBL confirmed that there would be remembrance activities on Saturday 7th November at St Marys, 8th November at the Metodist Chapel and on 11th November at Marketplace.

A member of the public asked about the possibility of taking over the old Beau Chic to put in a pop up art gallery for next years festival of art. SM explained that he had spoken to the owner and would put both parties in touch. Also would like to explore the possibility of getting a muralist to paint some of the walls in the town. WB suggested that we would need to run any ideas through the ELDC conservation officer to see where and how it can be authorised. They also advised that graphic designers for poster production are available in the town. They also make their own t-shirts with Wainfleet named on it, and asked if this could be useful to tap into the tourist market. To be looked at by council.


3. Apologies for absence
To receive and approve apologies for absence.

4. Declarations of interest
To receive declarations of interest under the Localism Act 2011.
Being any pecuniary interest in agenda items not previously recorded on the Members Register of Interests and any written requests for dispensation.

5. Draft Minutes of the Council Meeting held on 1st July 2026
To confirm the notes as a true record of the decisions made.

7. Finance
    a. To receive the July Financial reports and updates.
      The July Financial report and bank reconciliation had been circulated to councillors. No further questions.

    b. To approve payments and receipts.

    c. To receive the first quarter financial report
    The first quarter financial report had been discussed by the finance working group and circulated to councillors.
    PROPOSED, SECONDED and RESOLVED to approve the first quarter financial report.
    
    
8. Planning
To receive and discuss new applications.
Cllrs. SM and CM left the meeting and the chair was passed to Cllr. WB for this item.

01077/26/FUL -The Chestnuts Rumbold Lane. Application discussed with the following noted :
* Concern over commercial aspects of the application
* Concern over hours of operation
* Concern over weight of vehicles using the approaches
* Concern over traffic flow
* Request site visit to confirm councillors concerns before commenting.
* Request extension to reply date due to the above and the unavailability of the planning portal.
Clerk to request visit and extension.


9. War Memorial
To receive reports and updates on the repair of the War Memorial
Clerk CC had sent a report to councillors prior to the meeting detailing the latest information regarding the repairs required at the War Memorial, namely :
* Confirmation that Conservation at ELDC had been consulted
* 3 conservators had been approached to provide costings for a condition survey on the memorial, defining a scope of work for a tender document and for supervising the works.
* Timing of the works, which could run into the winter
* Funding of the initial work by the conservator and the financing of the repairs
The report was discussed at the meeting and council RESOLVED to accept the quotation from Scorer Hawkins for the initial work. Clerk to arrange meeting with conservator as soon as possible.


10. Remembrance Sunday 
 To discuss proposals for Remembrance Sunday.
Mayor SM had met with RBL. It is the Town Council s responsibility to organise. Last years event was disappointing. SM will be responsible for organising event. Will need volunteers on the day.


11. Reports from Working groups
To review and approve any issues raised by the working groups that require full council approval.

Proposal that pending items from checklists be published at each meeting   Approved.
Appointing a handyman   discussion on state of Northolme and weeding   SM to speak with grass cutting contractor. Scope of work to be defined.
Dog poop bags   constant misuse of the bags is apparent. Stocking to be discontinued when current stock is used for a trial period. Situation to be monitored.
Litter on playing field   concern over litter being mowed up causing hazards on the field. SM to speak to contractor.
Mural produced by Art Aspirations   discussion on where to locate mural. Agreed that wall of Co-op is the best long term position, WB to contact conservation at ELDC. Agreed to place in Marketplace for Tour of Britain event. Cllr CD to fabricate stand.

Northolme
Issue with self seeded trees, wildflowers and weeds throughout the cemetery
Path edges require repair work   later in year
Dead hedge cuttings require removal 
Car park border in need of repair
War Memorial   as we know.
Discussed volume of work required   to be investigated further, potential for Community Service action.

Play Area  
Removal of tree limbs to prevent climbing
Bins need replacing
Swing shackles need attention
Both spring riders need attention
Seesaw needs attention
Basket swing need attention
All wood in multiplay area requires attention
Net climber requires attention
Mini climbing net needs attention
Discussion on scope and volume of work to be done. Action : KH to see M.Eldin for quotation.

Wainfleet Bank Cemetery
Trees opposite cemetery need attention to be reported to highways Action : MC

Some damaged whips will need replacing.

13. To receive a proposal to appoint a formal staffing committee
To receive a proposal from Cllr. C.Drury to create a formal staffing committee and to review his draft terms of reference.
Cllr. CD withdrew this item prior to the meeting.

* Complaint from resident about state of Railway Station- Letter to be sent to Network Rail
* E-mail  from Sport England requesting information on pitches   forwarded to WUJFC

* Request from WSMPC to place banners in Marketplace and to use gazebos on 30th August - agreed
* Wainfleet Annual Geocaching report received   circulated to councillors
* Advice from SAAA that AGAR reporting will be via a portal from 2027
* Letter of thanks from student whose dissertation project was done in Wainfleet and achieved a First Class grade   congratulations already sent.

15. To receive a report from Cllr. S.Mitchell (CLOSED SESSION)
Cllr. S. Mitchell will make a presentation to the council.
Due to the sensitive nature of the item, Mayor SM closed the meeting at 20.00 and council went into closed session.


16. Letter from Wainfleet St Mary Parish Council (to be discussed in closed session).
To discuss a letter received from WSMPC and a draft reply.
