Wainfleet All Saints Town Council Meeting
Draft notes from the Town Council Meeting held on 1st April 2026 at 6.00pm in the Methodist Chapel.
Councillors present: Cllr. S. Mitchell (SM), Cllr. C. Mitchell (CM), Cllr. C. Drury (CD), Cllr. S. Drury (SD), Cllr. W. Bowkett (WB), Cllr. M Clarke (MC), Cllr J.Hart (JH), Cllr K Hart (KH), Cllr M Baumber (MB).
Apologies: None..
Also present: Clerk C.Cleary (CC) and 1 member of the public.
Mayor SM welcomed everyone and opened the meeting at 6.00pm inviting the county and district councillors to make their reports.
1. Reports from county and district councillors
To receive a report from LCC Councillor M.Hume. Not present.
To receive a report from ELDC Councillor W. Bowkett. Nothing to report.
Members of the public may ask questions of the county and district councillors.
Asked about S106 funding from new housing developments. WB advised on the process and possibilities.
2. Public session
An opportunity for the public to ask the Council questions and to bring new observations.
A member of the public noted that use of illegal substances in the area is increasing and asked if CCTV is required. Mayor SM advised that this appears to be seasonal and CCTV installation is regularly reviewed by council.
Mayor SM closed the public session.
3. Apologies for absence
To receive and approve apologies for absence.
None received all councillors present.
4. Declarations of interest
To receive declarations of interest under the Localism Act 2011.
Being any pecuniary interest in agenda items not previously recorded on the Members Register of Interests and any written requests for dispensation.
Cllr MC declared an interest in item 12.
5. Draft Minutes of the Council Meeting held on 4th March 2026
To confirm the notes as a true record of the decisions made.
Draft notes from the meeting had been published before the meeting.
PROPOSED, SECONDED and RESOLVED to accept the draft notes as a true record of the meeting held on 4th March 2026.
Mayor SM duly signed the minutes of the meeting.
6. Councillor vacancies
To consider applications received for vacant seats on the council.
The council had received three applications to be co-opted onto the council from members of the community which had been circulated prior to the meeting. Discussion on applications. No further questions of applicants.
PROPOSED, SECONDED AND RESOLVED to co-opt Jean Hart, Kevin Hart and Mark Baumber to the council.
Mayor SM congratulated the new councillors and invited them to take their seats at the council table.
The new councillors duly signed their respective acceptance of office in the presence of the Proper Officer, Clerk CC.
7.Clerks report and action points from the previous minutes
To receive the clerks report and deal with matters arising.

* Contractor advised to commence cremation area extension (mid-April)
* DPI s for new councillors sent to ELDC
* LCC grass cutting agreement returned
* Japanese Knotweed contractor contacted for inspection
* Claim for container costs submitted to ELIF
* Seed for Wainfleet Bank cemetery purchased
* Flyers for WSM village show sent to allotment holders
* Rental agreement for allotment plot 1 signed
* Email to Chief Fire Officer sent - no reply
* Block paving in Marketplace repaired

Clerk CC gave an update on funding options for the War Memorial repairs. Discussion on funding. Agreed to contact Heritage Lincs. to see how they could assist in getting funding. ACTION: Clerk to contact HL.
8. Finance
a. To receive the March Financial reports and updates.
The March monthly financial report and bank reconciliation had been circulated to councillors before the meeting. Discussion on report.

9. Planning
To receive and discuss new applications.
The following planning approvals had been received from ELDC.
S/194/00135/23 Construction of 14 new properties on land off Barton Road Approved
03886/25/FUL Warehouse and fencing at Batemans Approved
10. Vacant allotment plots
To decide on the rental of plot 11.
Mayor SM advised that he had interviewed an applicant for the vacant allotment plot and deemed them suitable.
PROPOSED, SECONDED and RESOLVED to offer plot 11 to the applicant. Clerk to prepare tenancy agreement.
11. Marketplace planters
To receive a proposal to replace the wooden barrel planters.
The wooden barrel planters are in a poor state of repair. Discussion on options for replacements.
To be further investigated.
To receive a proposal that the Magdalen School adopt planters to maintain.
SM explained that the school would like look after a planter in the Marketplace.
Issue discussed. In principle, council supported the idea, but planters needed to be resolved first..
12. Maintenance of Wainfleet Bank Cemetery
To receive a proposal to allow a volunteer to maintain the grounds at Wainfleet Bank Cemetery.
A volunteer had come forward offering to look after the maintenance of Wainfleet Bank cemetery. Discussion on proposal.
PROPOSED, SECONDED and RESOLVED to accept the offer.
13. Container site
To receive a proposal to hedge around the container on the playing fields.
Mayor SM proposed to install a hedge around the container. Discussion on proposal. Proposal not approved. Area around container to be monitored and reviewed if necessary. Discussion on applying anti-climbing paint to container. Clerk to source and advise costs.
14. Correspondence
To discuss correspondence received
* AGAR forms received- to be submitted prior to 1st July
* Request from Wainfleet Events team to use the playing fields for Wainfleet Weekend (17-19 July) - Approved by council.
* Report of pollution at watercourse between Brewsters Lane and Mat Pitts Lane - circulated to councillors
* Defibrillator check reminder - done and updated on The Circuit
* Enquiry for smallholding - applicant advised that we can add to waiting list
* Various e-mails relating to vandalism in Northolme
WB explained more on bike thefts in area. Some local people are trying to communicate with the offenders with some success.
15. Agenda items for next meeting
To receive items for inclusion on the next meeting s agenda.
Due to holidays of Mayor SM/Cllr. CM, it was proposed that the May council meeting (the Annual Parish Council Meeting) be held on 20th May, and the following meeting be held on the 1st July.
The Annual Parish Meeting will be held in June, with a date to be set at the May meeting.
