Wainfleet All Saints Town Council Meeting
Minutes from the Town Council Meeting held on 5th November 2025 at 6.00pm in the Methodist Chapel.
Councillors present: Cllr. S. Mitchell (SM), Cllr. C. Mitchell (CM), Cllr. W. Bowkett (WB), Cllr. W. Hatchman (WH), Cllr. Clarke (MC), Cllr. C. Drury (CD), Cllr. S. Drury (SD).
Apologies: None
Also present: Clerk C. Cleary (CC), County Cllr. M. Hume (MH), County Cllr. M.Cheyne (Highways) and 6 members of the public.
Mayor SM welcomed everyone and opened the public session at 1800 hrs.
1. Reports from county and district councillors
To receive a report from LCC Councillor M.Hume.
LCC Cllr. MH gave her report. Advised that in LCC opinion bus stop was on highways land – contested by WASTC. Request to extend double yellow lines at junction of Mill Lane and Station Road – see item 10. Update on nuisance parking. Patching works to be done on Spilsby Road for 2 days from 13 November. Informed about LCC InspireU programme for young people. Waste food collections commence March 2026. Warm Home grants area available. Railings along Steeping are problematic due to instability of riverbank. Highways, Environment and IDB are investigating.
To receive a report from ELDC Councillor W. Bowkett.
ELDC Cllr. WB gave her report. Wainfleet conservation area consultation begins on 20th November 9.30-12.30 at the Wainfleet Town Council offices. ELDC have a new antisocial behaviour officer. Any issues contact Pail Carville on 01507 613108 or email paul.carville@boston.gov.uk. Safety concerns (e.g. abandoned cars, verbal abuse, being followed abandoned property) can now be reported on Streetsafe to involve Lincolnshire Police. Lots of community grants available on ELDC website. Wainfleet’s community resilience plan was tested by a recent incident in the town and worked very successfully.
2. Public session
An opportunity for the public to ask the Council questions and to bring new observations.
Mayor SM thanked the councillors for their reports and invited the members of the public to give comments and questions to the council.
A parishioner raised an on-going issue with anti-social behaviour from a resident in Barkham Street. Cllr MH offered to investigate further. Cllr WB advised that this is a privately rented property and responsibility comes down to the landlord, although only 1 compliant had been lodged with the ELDC enforcement team.
A parishioner suggested that Marketplace should have a one way system due to vehicles taking the wrong turning to Skegness. Cllr. Heyne from highways would investigate further.
A parishioner commented that the recently repaired gate entrance from Brooks Walk to the playing fields had been vandalised again. Mayor SM advised that this was under review and a solution would be implemented.
Mayor SM thanked all present and closed the public session at 18.26 hrs.

* ELIF grass roots funding application submitted (outcome expected end of November)
* Bond application submitted to Cambridge & Counties BS
* E-mail sent to Fr. Aiden and diocese re: wildflower area in All Saints. Awaiting diocese reply.
* Enquiry sent to TCV regarding free hedge packs. Applications expected to open sometime in November.
* Grass verges invoice sent to LCC (payment due imminently)
* Vacant allotment plot assigned.

* Bus stop signage on Marketplace
* Clock tower interior repairs
* War memorial repairs
* Block paving repairs
* Extension of cremation plot area in Northolme
* Community Payback Scheme – awaiting their availability
Clerk advised that he has questioned the water bills issued for the bus shelter in Marketplace which had been charged for sewerage rates despite no connection.
Clerk advised that to date 18 traders had confirmed attendance to the Christmas Market and all our gazebos have been allocated.
7. Finance

d. To receive a proposal to amend the announcement of changes to rents for garden allotments to give 12 months prior notice.
Discussion on proposal. PROPOSED, SECONDED and RESOLVED that all allotment holders to be given 12 months notice of any increase in rental fees.
e. To receive a proposal to open a 90 day notice account with the Hinckley & Rugby building society
Discussion on proposal. PROPOSED, SECONDED and RESOLVED to open a 90 day notice account with Hinckley & Rugby Building Society. ACTION: Clerk to initiate application.
f. To discuss the possibility to apply for a grant through the Pride in Place scheme.
Clerk had circulated details of the Pride in Place grant scheme. Discussion on scheme. Agreed to investigate further the possibility of obtaining a grant through the Pride in Place scheme to refurbish Northolme cemetery car park and footpaths and to extend the existing paths in Magdalen playing fields to the Brooks Walk entrance.
8. Planning
To receive and discuss new applications.
Grimsby to Walpole pylons community update received – on notice board and website.
Enquiry sent to tree conservation at ELDC re: cutting back of trees in playing fields.
EC/02109/25 – complaint re works behind office case closed by ELDC.
9. Reports from working group meetings
To receive and discuss the actions recommended by the working group meetings and approve associated expenditure.
a. Finance
No meeting has been held and all issues dealt with under item 7. Finance WG to meet late November to finalise budget after hearing from M&P and P&A Working groups.
b. Marketing & Promotions
October market was cancelled due to inclement weather. All focus now is on the Christmas celebrations.
c. Properties & Amenities
Cllr. Hatchman gave a report on the last P&A meeting. Site for container on playing field need checking with supplier. Awaiting response from diocese on wildflower planting All Saints Churchyard. Winter bedding plants to be sourced. Repairs to fence and bench at Northolme being sourced. Garden of Rest extension being sourced.

10. Proposal to extend the double yellow lines at the junction of Mill Lane with Station Road
LCC Cllr. M.Hume has submitted a proposal to extend the double yellow lines at the junction of Mill Lane and Station Road for council’s consideration.
Cllr. MH had sent an email to council stating that in principal Highways were in favour of extending the double yellow lines. Discussion on proposal. PROPOSED, SECONDED and RESOLVED to request the extension to the double yellow lines at the junction of Mill Lane and Station Road.
11. Parking on verges on Skegness Road
To discuss the issue of parking on the grass verges on Skegness Road raised by Cllr. C.Mitchell
Cllr. CM had noted that parking on the grass verges on Skegness Road was causing damage to the verges and asked if it was legal to park there. LCC Cllr. M. Cheyne agreed to investigate further.
